Description: Requires FAA Administrator to conduct rulemaking establishing new flight and duty time regulations, requires all part 121 carriers to submit a Fatigue Risk Management Plan (FRM) for Administrator approval, and directs a study on commuting, with findings to be incorporated into fatigue rulemaking.
Timelines: Notice of Proposed Rulemaking (NPRM) on new flight and duty time regulations to be issued no later than 2/1/11, with final rule by 8/1/11. Air Carrier FRM plans required to be submitted to FAA by 11/1/10. The Administrator has 12 months to review plans, and then carriers must submit updates every 2 years. FAA must arrange a National Academy of Sciences (NAS) study on commuting by 10/1/10, a preliminary report is due to FAA by 12/1/10, and final report due by 5/1/11.
